To me that is self explanatory. I would make the educated guess that someone, somewhere along the way wanted to argue that the portion of a test blade forged into an integral from round stock, behind the blade, but in front of the handle did not count as part of the "blade length". In the old rules the statement was something like "the blade length is measured from the point of the blade to the front of the guard or handle matieral. Considering a "integral" type of knife, that is a design that blurs the lines of the blade length measuring.... and the ABS attempts to avoid that with very clear statements in the rules.
The sad part is that there always seems to be someone who wants to be a jerk and see how much they can get away with, or how much they can "bend the rules". So that forces the ABS to either rewrite the rules, or put very specific rules in place concerning a given point. There a thing called "spirit and intent" in any set of rules... and speaking only for myself, if someone can't follow the "Spirit and intent" of the rules, then I personally don't have the time to conduct their JS performance test. 😉
